They are adding a turn lane the entire length. They may appear to be taking some land but the right of way is 60 feet wide on the southern portion of Wales.

Why the move?
OK, sheriffjohnstone, but was this a M&A effort or a sealed bid process? I don't find the M&A argument persuasive. From what I've read, Massillon wasn't seeking a M&A with anyone; they were trying to unload a white elephant. If it was a RFP/sealed bid process (and it reads that way to me), then allowing a losing bidder to modify the terms of his proposal after the terms of the winning bid were made public, just seems a tad unethical.
..maybe they have and the response was no thank you. Solid well-structured hospital organizations became that way for a reason.
...maybe some organization offered the City $$ to acquire the property for demolition of the buildings 🤔

Really nothing unusual here. Anyone on this board with executive experience at a large company would tell you this was bound to happen.
It happens in the M & A ( Mergers and Acquisitions) business all the time.
The initial bidder....becomes the "stalking horse" bidder....their bid is subject to higher and better bids.
With nothing formally signed, Paramount Matrix surely expected this might happen.
Or, at least....they should have.
Shrewd...on the part of our Law Director and the consulting law firm...
City Council did not vote tonight on the Paramount Matrix offer, but only had a second reading on the original offer.
After meeting in executive session, apparently there is also a new offer on the table being considered from another entity.
